I believe the phrase "dumbass with a heart of gold" is applicable here. Doctor Devorak on the whole is a great big contradiction. He's reckless to a fault and a coward when necessary, a shameless flirt with the confidence of a sea turtle, thoroughly convinced of his own guilt and yet he fancies himself a dashing hero, and an alcoholic who, given his healing abilities, probably can't actually get drunk... Yet he's the most popular character in the game, for reasons which are difficult to explain but easy to understand.
