Because there is so much that could be done with Wendy, it can't really just be that. My head canon - Peter does abduct her and she's kept in Neverland for a while before escaping, Hook picks her up and leaves her somewhere in the Enchanted Forest land. A few years later they do some sailing of the Seven Seas and Wendy makes a damn fine pirate before he goes off on his revenge and she gets cursed into Storybrooke...
